The Initiatives Qualifying Assembly is a very Large Grand Jury of 500 Citizens who manage the Initiatives System. Statistically, they accurately represent the views and wishes of the People to about +/- 5 to 10 percent. Working in periodic assembly and remotely (e.g., home), they select a small number of the best Initiatives for a vote by the People at the next Election,”
