The Initiatives Qualifying Assembly (abbreviated to IQA or Assembly) is an independent, self-perpetuating Grand Jury consisting of a randomly selected cross-section of 500 Citizens that manages the U.S. initiative process. It is responsible only to the People, immune from tampering, created and organized by Constitutional Amendment, and funded by the U.S. Government as an inalienable entitlement of the People.
