The People must have equal scope and final authority over Congress to enforce limitations on corruption, dysfunction, inefficiency, Plutocratic takeover, and other potential issues. Over two and a half centuries, implied power, e.g., using the “basket clause,” has enabled Congress to undertake many things not in the Constitution and their justifications can lie deep in Congressional procedures. Hence Initiatives must have the power to do and undo all manner of things that Congress has done, does, and will do. (See Amendment)
